Full Job Description

The role(s) sit within the TRU Central delivery team reporting to the Programme Engineering Manager (PEM), principally working on the W2BC major enhancement project that commissions in 2032, whilst also supporting a separate portfolio of other smaller renewals and enhancement projects.

The W2BC project is currently in Engineering Stage (ES) 4 and is a ~£1.5B pound major enhancement project located between Stalybridge and Huddersfield on the Transpennine Route with a geographic footprint that covers 18 miles of railway through the peak district. The Project consist of: linespeed increases, full electrification, the addition of a third line between Marsden and Gledholt, track and drainage renewals throughout, 4 new and modified trains stations, major civil engineering interventions within tunnels and on viaducts, the provision of W12 gauge clearances at all structures across the route, new slab track throughout Stalybridge and Scout Tunnels & also new/modified signalling and telecomms equipment throughout.

The ideal candidate will be a demonstrably experienced Construction, Design and Management (CDM) practitioner that is keen and enthusiastic, with demonstrable experience of delivering projects. They will have expert working knowledge of the CDM Regulations and the CDM Principles of Prevention, with a working knowledge of the application of the Common Safety Method for Risk Evaluation and Assessment (CSM-RA).

The successful candidate will work within the project/design teams on a day-to-day basis as part of design development and design integration review meetings. They will also undertake the role of CDM Principal Designer representative on behalf of the Principal Designer organisation (TRU Central) and manage the Project CDM Hazard Record in its entirety.

  • 1. Support the Senior Project Manager in fulfilling the requirements associated with the roles and responsibilities contained within the CDM Regulations and are complied with and discharged successfully by the project teams and contractors for the identified programme of works.

    2. To take lead responsibility within the project team in assuring the Principal Contractor’s activities for compliance with the CDM Regulations.

    3. Work directly with the project team providing health and safety, quality and environmental direction for the projects safety case, safety strategies and plans that guide the related activities associated with the project remit, objectives and delivery.

    4. Lead the project team in the production, review and evaluation of the safety and environmental aspects of contract documentation, project risk assessments, work package plans and supplier licensing requirements.

    5. Lead and direct periodic meetings with the contracting organisations to share and promulgate best practice and lessons learnt.

    6. Lead the project teams to determine practical and deliverable measures to improve health & safety performance within the project.

    7. Lead the project teams in the investigation of accidents and incidents and in the implementation of resulting recommendations.

    8. Conduct and report on the identification of issues and develop trend analysis of the project for the Senior Project Manager and Project Manager.

    9. Develop and support appropriate risk assessments for the project office, project site accommodation associated plant, equipment and project works.

    10. Lead the project team in the demonstration, understanding and compliance of the requirements associated with the roles and responsibilities of the Plant Operator Licence holder in relation to the contracted work scope on the project work sites.

Undertake the role of the Principal Designers representative as part of the Principal Designer Organisation in accordance with the CDM Regulations., This role can be based in the following locations: This role can be based in the following locations: The role may be based in York, Leeds or Manchester however it is principally office based in our TRU Central office in Leeds for at least 2-3 days per week, with frequent travel expected to other Network Rail or Supplier offices in York, Leeds or Manchester as required. During project delivery it is also expected that lineside site-based inspections and site office working will be required.

    · NEBOSH Certificate.

    · Significant experience in the successful management of HSEA issues on major programmes of work in the construction and /or rail industries

    · Previous experience in carrying out the duties of Principal Contractor or Principal Designer

    · Working knowledge of rules, Regulations and standards applicable to contractor and construction safety.

    · Knowledge of Behavioural Change techniques.

    · Knowledge of Network Rail’s Systems and Processes.

    Desirable

    · Membership of a relevant professional body with chartered status.

    · Project Safety Management Training

    · NEBOSH Construction Certificate

    · NEBOSH diploma, IEMA certificate
