Full Job Description

The Program Manager provides project management leadership to cross-functional teams for all activities related to the initiation, planning, execution, monitoring and close-out of assigned projects. Ensures that all budgetary requirements, study timeframes and targets are met. May be responsible for managing a portfolio consisting of high complexity/high-profile, global, full-service projects. May also serve as a Line Manager for Project Managers and Sr. Project Managers on the team.

  • Manage projects in accordance with the contract and in adherence with ICON SOPs, ICH GCP and appropriate regulations, and to liaise with other department managers as necessary to achieve this.

  • Manage portfolio consisting of high complexity/high-profile, global, full-service programs (bundling of projects/studies and/or full drug-development projects specific to compound).

  • Manage the project team and the overall process of planning, scheduling and controlling the full service program to support client program objectives, goals and timelines.


  • Project Management
  • Create, execute, maintain a detailed project plan and revise as appropriate to meet changing needs and requirements.

  • Create, finalize, monitor, and close out project charters (where applicable).

  • Conduct study feasibility and ensure proper site selection, set-up and management of site(s).

  • Oversee clinical monitoring from site qualification to site closure visits to ensure compliance with project requirements and ICON standards.

  • Identify resources needed and assigns individual responsibilities.

  • Manage day-to-day operational aspects of a project and scope.

  • Review deliverables prepared by team before passing to client.

  • Effectively apply IDS PM methodology and enforce project standards.

  • Utilize risk management methodologies to identify risks and work with the team to develop appropriate mitigation plans. Anticipate and address issues before they become major problems.

  • Ensure project documents are complete, current, and stored appropriately.

  • Lead the process to document lessons learned and resultant recommendations for the project


  • Project Accounting
  • Track, report and approve team hours and expenses on a weekly basis.

  • Manage program budget to ensure financial targets are met through regular review of direct/indirect costs and project resources.

  • Determine appropriate revenue recognition, ensures timely and accurate invoicing, and monitors receivables for project.

  • Analyze project profitability, revenue, margins, bill rates and utilization

  • Collaborate with Finance and Project Analysis to ensure accurate revenue recognition, invoicing, and other financial reconciliations.

  • Recognize and submit out of scope requests for costing and approval.


  • Stakeholder Management
  • Prepare management reports and serve as management's source for project updates on milestones, project schedule and key project issues and metrics. Ensure stakeholders have timely access to critical information.


  • Business Development/Commercial Awareness
  • Participate in bid defense presentations.

  • Effectively convey ICON capabilities relating to Project Management and related disciplines in both written and verbal business development discussions.


  • Communication
  • Facilitate effective communication among all project-related parties.

  • Effectively communicate information, both oral and written, in a manner that is clear, concise and understandable.

  • Hold regular status meetings with project team both internal and external.

  • Understand how to communicate difficult/sensitive information tactfully.

  • Drive discussions on resolution of project issues; critically evaluate root cause and develop options for resolution; effectively communicate recommendation for resolution to stakeholders.

  • Demonstrate conflict resolution capabilities: exhibit solution seeking behaviors and promote team building


  • Teamwork
  • Manage roles and responsibilities within the project team, ensuring that each team member understands requirements for project deliverables as outlined within the scope of work

  • Mitigate team conflict and communication problems. Works to ensure that all team members are aware of pending deliverables and assignments; the required resources are secured to complete deliverables on-time and within budget; provide options of resolution as problems/issues arise which could impact the cost, timelines, and/or quality of the deliverables. Deliverables include, but are not limited to:


  • o Develop and maintain project tracking systems to ensure compliance with sponsor, regulatory and organization document requirements.
    o Investigative site and vendor contract execution
    o Submissions to the Independent Ethics Committee and Hospital Ethics Committees (where required)
    o Monitoring Schedule and Report Timelines

  • Client Management
  • Be the principal contact for Sponsors, especially as it relates to timelines, deliverables and financial objectives for the project.

  • Manage day-to-day client interaction.

  • Manage client expectations and convey these expectations to the project team

  • Communicate effectively with clients to identify needs and evaluate alternative business solutions.


  • Quality
  • Monitor project metrics and project key performance indicators to ensure a high quality standard is maintained throughout the project.

  • Analyze department metric trends and identify opportunities for process improvement.


  • Document Management
  • Maintain the Master Study File or Investigator Site File when required.

  • Provide prompt and complete archiving of study documentation, post-project completion.


  • Maintain confidentiality of management information as appropriate.

    To undertake other reasonably related duties as may be assigned from time to time.

  • 4 year degree or equivalent combination of education & experience

  • Previous experience in a project management role in the CRO or pharmaceutical setting

  • Demonstrated ability to lead teams, large, global projects and manage all financial aspects of the study

  • Subject matter expertise in the designated therapeutic area

  • Ability to travel from time to time

  • Fluent in local language - both written & verbal
